It could be a fret problem in that area. I had that on a used Ibanez GAx-70 I bought at Guitar Center. I had my "guy" fix it for me.
The neck relief may be too much. However I'd expect other strings in that neighborhood to exhibit the same problem so that appears unlikely. You could try changing strings and either going up or down in gauge. With a Mustang I'd suggest 11 or 12-gauge strings.

What is the height of the dead string from bottom of string to top of fret compared to the other five? Have you tried raising the dead string 1/64" or 1/32" and see if that changes the issue?

The 9th fret is higher than the 8th.

I don't think that will do it. the 9th fret is likely too high.

If the 9th fret was high all the strings would sound dead/buzz when played at the 8th fret.
