No, it is to hole the spring, surprisingly if you place the tape over the hole, make a couple of slits, the arm goes in no problem and the spring stays in! It is a lot better than the spring always falling out.

I cover mine to keep Russian hackers from remotely taking over the built-in camera but your reason is good too...

You don't need the tape if you just leave the arm in like I do on all my Strats. The guitars still fit in their gigbags just fine. There's no need to keep removing the bar and screwing it back in every time that you take out the guitar to play it, and the threads on the bar and the bridge will last longer and won't wear as much.

Well you must have some thick gig bags, I believe it puts to much pressure on the arm to keep the arm in when placing it in the case.

You can see the type of bag I use in the photo on this page.

    1) leave the bar in
    2) Teflon tape.
    3) where do I reclaim lost time?

There's nothing wrong with the bag.

No, you wrap the bar's threads... after you lose the spring. :)

Four wraps get the job done on mine.

I do not use a spring. Only tape.

So you thread in the bar and it compresses the spring. That makes the spring push up against the threads thus kinda grinding and wearing each time that bar is moved and rotated. I put the bar in once and leave it in. I wouldn't want that pushing and grinding on dry threads like that.

I only use Teflon tape like @LutherBurger stated. It's smooth and precise and the bar stays where I want it. I never take it out and I refresh the tape maybe once a year -usually because I removed the bar and clean various pieces and all that.
